• "Flash" on CSD is all LEDs turning On for
approximately 1 second, then off 3 seconds
• "Rapid" on a Circuit Selector is any rate faster
than the "Heartbeat" of once per second

• Short on CSD Link - check wires 1 and 2
• LZCs are in emergency mode; check

• No database loaded; transfer database using
