Tamp down concrete to release air pockets and build drainage hill up to line on groundsleeve (SEE BEl OW). Center and level ground sleeve assembly in hole. Using a standard level, ensure the pole & ground sleeve is completely vertical in the concrete.

When properly assembled there should be 5” (13 cm) of overlap.
