1.1. MASTER CLOCK FUNCTION

RTCP09 is a Master clock that can synchronize with an external source, and in turn redis-
tribute time information.
It can synchronize (set itself to the exact time) with different types of sources, depending
on the options (Example: NTP server, radio signal, etc.).
