HTime is the additionally granted waiting time for still reaching the target
temperature. HAction is executed after HTime elapses.
The SCAN timeout is triggered on execution of a SCAN command. STime
determines the reliable response time of the connected device (generally
the determination time). SAction is executed after expiry of STime.
