Clears all pending operations, and resets the instrument to the default RESET condition as
described in the instrument user manual with two exceptions:
1) No change is made to the remote interface parameters (interface type,
rate and IEEE address).
2) The trigger mode is set to SINGLE (INITiate:CONTinuous OFF).
For IEEE only, this also resets the Operation Complete Command State and Operation
Complete Query State (clears bit 0 of Standard Event Register).
